Foreword

Uganda has been handling issues of human displacement for a long time stretching way back during the Second World War when the country hosted the Polish Refugees at Mpumude in the current Mukono district, earlier than any known legal instrument domestic or international catering for human displacement. Since then, to date, Uganda has been hosting Refugees from her neighbouring countries and beyond.

Besides refugees crossing international borders, Uganda has also faced the challenge of internal human displacement since 1971 following the Military coup by Idi Amin, through to 1979 when the military government was overthrown. Between 1981 and 1986, the Luweero war displaced over 500,000 people and shortly after, the Lords Resistance Army (LRA) started the rebellion that has gone on in the North for the last 20 years.

The African Union, in collaboration with its key partners, is holding a Special Summit of Heads of State and Government on Refugees, Returnees and Internally Displaced Persons in Africa.

The Government of Uganda is hosting the Special Summit, the first ever of its kind, timely and groundbreaking as the African Heads of State and Government are expected to also adopt the African Convention on the Protection and Assistance of Internally Displaced Persons in Africa, the first ever such Convention in the world.
