Introduction
The African Union, in collaboration
with its key partners, will be holding a
Special Summit of Heads of State and
Government on Refugees, Returnees
and Internally Displaced Persons in
Africa. The Government of Uganda
has kindly accepted to host the
Special Summit, the first ever of its
kind, timely and groundbreaking as the
African Heads of State and
Government are expected to also
adopt the African Convention on the
Protection and Assistance of Internally
Displaced Persons in Africa, the first

Introduction
L’Union africaine, en collaboration
avec ses principaux partenaires,
tiendra un Sommet spécial des chefs
d’État et de Gouvernement sur les
Réfugiés, les rapatriés et les
personnes déplacées intérieurement
en Afrique. Le Gouvernement de
l’Ouganda a bienveillamment accepté
d’abriter ce Sommet, le tout premier
du genre, qui vient au moment
opportun et qui sera révolutionnaire.
En effet, il est attendu que les chefs
d’État et de Gouvernement adoptent
également la Convention africaine
portant sur la protection et l’assistance
aux personnes déplacées
intérieurement en Afrique, la toute
première Convention de cette nature
